REQUEST FOR PROPOSALS
Design, Bidding, and Construction Management/Inspection Services for the Big Spring Enhancement Project
The Bellefonte Borough Authority (the “Authority”) is soliciting proposals from qualified professional design and engineering firms to provide design, bidding, and construction management/inspection services for the Big Spring Enhancement Project. The Project will implement improvements to the Big Spring area in accordance with a master plan prepared by Weber Murphy Fox and approved by the Authority Board of Directors, and is anticipated to include site and landscape improvements, hardscape and pedestrian features, and related utility, drainage, lighting, signage, and accessibility improvements.
The Project is funded, in whole or in part, by a Pennsylvania Department of Community and Economic Development (DCED) Marketing and Tourism grant. Proposals are due no later than 4:00 p.m. EST on October 13, 2026. Questions regarding the Request for Proposals (RFP) must be submitted in writing no later than October 6, 2026, to Dave Pribulka, Borough Manager, at dpribulka@bellefontepa.gov or (814) 355-1501.

Proposals must be submitted in accordance with the format and delivery requirements set forth in the RFP. The Authority reserves the right to accept or reject any or all proposals, to waive informalities, and to make no award if it determines that to be in the Authority’s best interest.
