REQUEST FOR QUALIFICATIONS – RFQ #2026-1

DUNLOP STREET CONSTRUCTION PROJECT

Bellefonte Borough is soliciting Statements of Qualifications from qualified architectural and engineering firms for the Dunlop Street Construction Project.

The project involves the design and construction of approximately 1,100 linear feet of new public street connecting High Street to Lamb Street at the Bellefonte Waterfront Development site. The project is funded through a $1,555,000 HUD Community Project Funding (CPF) grant and is subject to applicable federal requirements.

Services will include, but are not limited to, civil engineering and design, project management, construction management and inspection, cost estimating, construction documents, and HUD CPF grant assistance.

Questions and requests for clarification are due by 4:00 p.m. on September 9, 2026 and must be submitted in writing.

The complete RFQ and any addenda will be available through Bellefonte Borough. The Borough reserves the right to reject any or all submissions and to waive irregularities. Minority and female-owned businesses are encouraged to submit qualifications.
