PLANNING COMMISSION

LAND SUB-DIVISION
Subdivision procedures generally encompass application to the Borough Planning Commission, which will make recommendation to the Borough Council for approval/disapproval. Concurrent with the application to the Borough Planning Commission, application will be made to the Centre County Planning Commission. Review and recommendation by the County Planning Commission is required by the Municipalities Planning Code.
STANDARD SUBMISSION PROCEDURE
Submission of Sketch Plan
An informal sketch plan for a proposed subdivision may be submitted to the Planning Commission. This plan will not constitute official submission and will serve as a tool for informational and informal discussion between the subdivider and the Planning Commission. The Borough Planning Commission will review the informal sketch plan at a regularly scheduled meeting and will recommend changes and modifications, as necessary to the public interest.
Submission of Preliminary Plan
The preliminary plan will be review by the Planning Commission for conformance with the standards of the Sub-Division Ordinance. Recommendations will be made by the Borough and County Planning Commissions to the Borough Council, which will consider the plan at a regularly scheduled or special meeting. The action of Council (either approval or disapproval) will be noted on the plans. Copies of the plans will be distributed to the subdivider and the Planning Commission, with one set remaining in the Borough files. Approval of the preliminary plot plan by Council does not constitute approval of the final plans.
Submission of Final Plan
Within ninety (90) days after approval of the preliminary plan by Council, a final plan and all supplementary data must be submitted to the Borough. Time extensions may be granted by the Planning Commission, upon written request. Otherwise the submitted plan will be considered as a new preliminary plan.
The final plan will conform substantially with the preliminary plan and will incorporate all modifications required by Council. Before acting on the plan, a public hearing may be arranged. Upon approval of the final plan by Council, the subdivider shall file the plan with the Recorder of Deeds of Centre County within 30 days.
Plans Exempted from Standard Procedures
Any new subdivision which does not involve the provision of new streets or easements for access (i.e., one in which all proposed lots will have frontage on an existing public street or road) is exempted from the standard procedures described above. Such subdivision will be submitted to the Planning Commission in conformance with the procedure for submission of an informal sketch plan. The plan, though, must contain the necessary spaces for signature endorsements. (Following approval of the sketch plan, the Planning Commission may require submission of a final plan as outlined above.)
