Borough Manager

Bellefonte Borough, the historic county seat of Centre County with a population of approximately 6,200 residents, is located just minutes from State College and Pennsylvania State University. Position Overview
The Borough of Bellefonte seeks an experienced and forward-thinking Borough Manager to oversee its daily operations and support the Borough Council in implementing strategic priorities. The successful candidate will be a collaborative leader who can effectively manage municipal services, foster productive relationships with local businesses, and lead downtown revitalization efforts. A demonstrated track record in grant procurement and leveraging external funding is essential. The ideal candidate will bring excellent communication, budgeting, and administrative skills and a strong commitment to public service.
Job Responsibilities
The Borough Manager is the chief administrative officer of the Borough and is responsible for supervising all departments and operations. Responsibilities include:
- Implementing the policies and directives of the Borough Council
- Managing personnel, budgets, and municipal operations
- Leading community and economic development initiatives, particularly in the downtown area
- Building and maintaining strong relationships with local businesses, community organizations, and regional stakeholders
- Identifying and securing state, federal, and private grant funding
- Ensuring compliance with applicable laws, policies, and regulations
Qualifications, Education, and Experience
The preferred candidate will hold a bachelor’s degree in Public Administration, Political Science, Urban Planning, Business Administration, or a related field. A master’s degree is preferred. Candidates should have at least five years of progressively responsible experience in municipal government or a similar organization, with demonstrated leadership in economic development and intergovernmental relations.
Compensation
The salary range for this position is $100,000 to $120,000, depending on qualifications and experience. Bellefonte Borough offers a competitive benefits package.

Assistant Superintendent – Public Works Department
This is a management position within the Public Works Department. Responsible to the Borough Superintendent to assist in the “daily workings” of the public works departments with the exception of the sewer plant. The Assistant Superintendent must be familiar with all aspects of the various departments in order to fill in during the Superintendent’s absence. Duties include any of the responsibilities of the job of Borough Superintendent that are assigned to the Assistant Superintendent on a daily basis. The Assistant Superintendent is required to obtain the State License and Certification to operate a water works and distribution system.
The Assistant Superintendent must have management/administrative skills to direct the personnel under his/her supervision and a working understanding of labor management relations.
The Assistant Superintendent shares in the weekend and holiday call-outs with the Borough Superintendent.
Minimum qualifications include a High School Diploma and five (5) years of working experience.

Accounting Assistant to the Finance Director
Bellefonte Borough is seeking an Accounting Assistant to the Finance Director to provide administrative support for the Finance Director. This part-time role, offering 20 hours per week with the possibility of transitioning to full-time, is responsible for providing accounting support, maintaining financial records, and assisting with a broad range of financial functions. The role requires excellent communication and organizational skills, strong attention to detail, and effective record-keeping abilities.
Required Skills and Qualifications: Associate Degree in Accounting, Finance, or a related field; a Bachelor’s degree is preferred. Proficiency in accounting software and Microsoft Office Suite with Excel is needed. Experience working in a government entity is preferred.

Part-time Public Works Employee
Bellefonte Borough is seeking a Part-Time Public Works Employee. This position requires the employee to perform various tasks related to Public Works including Street Department, Water Department, and Refuse Department duties.
This part-time position is in an outdoor environment and the candidate selected will be exposed to varied elements of heat, cold, rain; and snow; exposure to loud noise and vibration. The work schedule will vary depending on which public works area you are working in. This position requires physical effort at frequent intervals and the employee must be able to lift up to 90 pounds without assistance; the employee must be able to continuously bend, lift, stoop, climb, and reach to perform the essential functions of the position. Interested candidates must possess a minimum High school diploma or the equivalent and are required and hold a Pennsylvania Driver’s License; a Class A or B Commercial Driver’s License is Preferred. Experience working with equipment a plus.

About Bellefonte
The Borough of Bellefonte is located in central Pennsylvania and serves as the county seat of Centre County. It is just 10 miles from The Pennsylvania State University. Founded in 1875, the Bellefonte Borough Police Department has grown to provide law enforcement services to approximately 6,100 borough residents.
Leadership and Growth
The department is led by Chief W. Witmer, a 20-year veteran of law enforcement. Since 2024, Chief Witmer has hired three new patrol officers to the force.
Recent Upgrades
The department has recently undergone several renovations, including the addition of locker rooms, an armory, evidence processing area, and an interview room. Police vehicles have also been updated with the latest technology. Each officer is provided with their own workspace and computer to effectively perform their duties.
Our Team and Training
The department currently includes six patrol officers, two full-time School Resource Officers, and the Chief of Police. We emphasize ongoing professional development, offering numerous training opportunities. Our department features two certified firearms instructors and a Taser instructor.
