The Borough of Bellefonte is looking for a motivated public servant to join its team as Assistant to the Borough Manager. This is a broad, professional position at the center of Borough operations. Bellefonte is the county seat of Centre County. It is known for its Victorian architecture, its historic downtown, and the Big Spring and Spring Creek that run through the heart of town. Residents enjoy walkable neighborhoods, an active arts and events calendar, outstanding trout fishing, and easy access to the trails, parks, and state forests of Central Pennsylvania.
Bellefonte is also a community with momentum. The Borough is launching its first multi-year Capital Improvement Program, advancing the Big Spring Enhancement Project, modernizing its land use ordinances, and pursuing grant-funded investments in infrastructure and neighborhoods. The person in this role will have a hand in shaping that work.

The Assistant to the Borough Manager works closely with the Borough Manager, department heads, Borough Council, and the Borough’s Authorities, Boards, and Commissions. You will be part of an organization where your contributions are visible and valued, and part of a collaborative team that you will learn from with colleagues across Finance, Public works, Police, Community Affairs, and Administration. Staff work together to solve problems, and good ideas are welcomed regardless of where they come from.
What you’ll do
This position offers exposure to a wide array of local government services. Responsibilities include:
- Assisting with the Borough’s human resources, employee benefits, and risk management programs, including insurance and workers’ compensation;
- Assisting with labor relations and collective bargaining analysis;
- Conducting policy research and analysis and developing recommendations for the Borough Manager and Council;
- Identifying, writing, and administering grants;
- Participating in the development of the Annual Budget and Capital Improvement Program;
- Overseeing agendas, legal notices, and Sunshine Act compliance for Council and Borough boards;
- Presenting to Council, boards, and community groups;
- Managing the Borough’s website and social media;
- Assisting with responses to Right-to-Know requests;
- Assisting or serving as the Borough’s ADA Coordinator; and
- Leading special projects on behalf of the Borough Manager.

Qualifications
Bachelor’s degree in public administration, public policy, business administration, or a related field, and at least three years of progressively responsible experience in local government or nonprofit administration, or an equivalent combination of education and experience. A Master’s degree in Public Administration or a related field is preferred. Candidates should have strong writing and analytical skills, sound judgment, and the ability to manage multiple priorities. Familiarity with the Pennsylvania Borough Code, Sunshine Act, and Right-to-Know Law is a plus. A valid Pennsylvania driver’s license and successful completion of a background check are required. Regular attendance at evening meetings is expected.
Compensation and benefits
Salary range of $70,000 to $80,000 per year, commensurate with qualifications and experience.
