New Years Day Closure- Refuse Schedule Change
The Borough of Bellefonte offices will be closed on Thursday, January 1st, 2026, in observance of New Year’s Day.
Refuse Collection Change:
• If your normal pickup day is Thursday, your refuse will be collected on Wednesday, December 31st.
The refuse crew will begin at 6:00 a.m. Please place your container out the night before after 6:00 p.m. to avoid being missed.
Rental property owners: Please inform your tenants of this temporary schedule change.

2026 Tentative Budget Book
BOROUGH OF BELLEFONTE
BUDGET INSPECTION, HEARING, AND ADOPTION NOTICE
Notice is hereby given that the 2026 Proposed Budget will be available for public inspection by appointment from Friday, December 5, 2025, through Monday, December 15, 2025, between the weekday hours of 8:00 AM and 4:30 PM at the Bellefonte Borough Office, located at 301 North Spring Street, Suite 200 (2nd Floor), Bellefonte, PA 16823. A copy of the Proposed Budget is available here. HERE.
A Budget Hearing will be held on Monday, December 15, 2025, in conjunction with the Council Meeting beginning at 7:30 PM, to allow oral and written comments on the entire budget. Written comments must be submitted no later than 4:30 PM on Thursday, December 11, 2025, and can be submitted via email to boro@bellefontepa.gov or by mail to 301 N. Spring Street, Suite 200, Bellefonte, PA 16823. Council is scheduled to take action on the Proposed Budget and Tax Ordinance at this meeting. Snow & Inclement Weather Parking
Snow & Inclement Weather Parking
During snow and other inclement weather, residents and visitors are reminded that year-round alternate-side parking remains in effect in the downtown area, with no parking on the posted side of the street from 1:00 a.m. to 7:00 a.m. Signs on each block indicate which side is restricted, and violations may result in a ticket. In Borough-owned municipal lots, if a snow-removal alert is issued (flashing light or Borough notice), permit holders must move their vehicles before midnight on the day of the alert, and violations may be ticketed. When weather conditions require additional plowing or safety measures, the Borough may issue temporary parking restrictions, including posted “No Parking” signs or online announcements asking drivers to move vehicles from certain streets or areas. During any winter event, please avoid parking in ways that block plow routes, hydrants, intersections, or narrow travel lanes, and monitor Borough announcements for updates.

Bellefonte Borough Courtesy Parking Program – Holiday Season 2025
At the Bellefonte Borough Council meeting held on January 20, 2025, Council approved the Courtesy Parking Program for the 2025 Holiday Season.
How the Program Works:
• The first time the Parking Enforcement Officer observes a vehicle with no time on the meter, a complimentary two-hour pass will be issued.
• On the officer’s second pass-through on the same day, if the two hours have expired and no time has been added, a parking ticket will be issued.
Program Dates:
Thursday, November 27, 2025 (Thanksgiving Day) through
Thursday, January 1, 2026 (New Year’s Day)
