South Water Street/SR 150 Wall Repair
South Water Street/SR 150 Wall Repair is scheduled to begin Tuesday, April 4th, 2023. The project is projected to be complete by August 7th, 2023.
All northbound traffic will be detoured at Stoney Batter Road and use Route 144 to High Street, returning to Route 150.
All southbound traffic–heading toward State College–will travel through the affected area in the northbound lane, with a potential 15-minute stoppage of traffic as needed.
Yard Waste Pickup beginning Wednesday, April 12, 2023
Yard Waste pickup for the season will begin April 12, 2023, and will end on November 15, 2023.
If you wish to have Yard Waste collection this season and already have a container, please mail or drop off the payment in the drop-off box at the main entrance door of the Bellefonte Borough no later than March 31, 2023. If payment is not received, the borough will assume pickup is not necessary this season.
Yard waste will not be picked up the following Wednesdays, due to Holidays:
• May 31st
• July 5th,
• September 6th
• November 8th
The Borough will continue picking up both the yellow lid and brown lid containers at the same time. This will allow for more efficiency while also allowing us to continue to recycle the material and meet an ever increasing demand. If you do not have a Yard Waste container, but do have brush that needs collected, please be sure to bundle it in four foot lengths or less and call the Borough office to schedule a Wednesday pickup. There is not a charge for this service if the amount of brush is reasonable. If there is a large amount of brush, it will be evaluated and you may receive a bill.
If you currently do not have a Yard Waste container please contact the Borough office at (814) to be added to the Wait List. No payment is necessary to be added to the Wait List at this time.

Bellefonte Borough Climate Sustainability Survey
This survey is intended to assess community interest in sustainability. The survey will take approximately 9 minutes to complete.
Bellefonte Borough adopted a 30-year Climate Action Plan in September 2020 to improve our Borough’s sustainability, limit the harmful effects of climate change, and prepare our community for future extreme weather events. The Environmental Advisory Board (EAB), which implements the Plan, is preparing a public communications program to begin later this year. It will include an e-newsletter, social media posts, educational programs, and forums targeting ways to reduce CO2 emissions, achieve food security, and prevent flooding (These programs may be presented online, in person, or via newsletter).
The EAB met with Downtown Bellefonte, Inc., the Bellefonte Inter-valley Chamber of Commerce, Historic Bellefonte, Inc., and the Bellefonte Historical and Cultural Association to assist us in creating this survey for you.

Program to Repair Vehicles Available For Bellefonte Borough Residents
Are you a resident of Bellefonte Borough that has been effected by COVID? Lost work hours, lost income, used up your savings, due to COVID? If so, and you own a vehicle that is in need of repair, you may qualify for assistance.
The program, provided through Community Development Block Grant Corona Virus Response (CDBG-CV) funds, will pay for vehicle repair costs, not to exceed Kelley Blue Book value of the vehicle, for Low-to-Moderate income residents of Bellefonte Borough. Need for assistance must be related to COVID-19 – employment loss, loss of work hours, medical bills, etc.
The program is income based, and you will need to provide income statements, W2’s, tax returns, pay stubs, and prove ownership of vehicle (title and registration).
If interested, contact the Centre Helps 24/7 hotline, 814-237-5855. Hotline counselors will review the eligibility criteria with residents before transferring them to case managers, who will conduct a full income intake to determine family income eligibility for funds. Deadline to apply is March 20, 2023.

ADOPTED: Short Term Rental Ordinance
On January 17, 2023, Bellefonte Borough Council passed the new Short Term Rental Ordinance to Chapter 575: Zoning. The ordinance will go into affect after Borough Council adopts an application fee, to be approved at the February 6, 2023 meeting.
Short Term Rental operators that currently have an active rental permit through Centre Region Code will then be required to apply for a Short Term Rental Permit in order to continue operating the short term rental. This must be done within 30 days.
Points of Clarification
- If you do not have an active rental permit with Centre Region Code, you may not apply for a short-term rental.
- If you were previously denied a short term rental, you may not apply for a short-term rental.
- All proper paperwork must be submitted within the 30-day deadline. Failure to do so may result in a loss of short-term rental status.
- Fees must be paid when submitting the application and are per unit.
